why would someone you don't know say that you're extraordinary? what does that really mean?

They are either telling you that you are physically attractive or making fun of you for some reason. If you didn't do anything dumb in front of them, they probably think you're hot.

they think that you ARE out of the ordinary -- offering you a compliment and an unusual conversation opening gambit
