"To phase something out" means to discontinue either providing or using a process or product.

Here's an example:

Having ordered the new bookkeeping software, the company planned to phase out the old over the next three months.

Or, perhaps:

The 7th and 8th grades were going to be at the new school, which opened in two years, so the 7th and 8th grade curriculum would be phased out over that period.

You see, the discontinuing is not an abrupt stop, but rather a slow pulling away.
