for me , it was past memories...
& when I really felt I could, I wouldn't ,
then....? when I did , I'm regretting it now, today...
it wasn't real, it was what I wanted to be real...big difference..

sounds like some past memories are blocking you from saying it... If you really feel it and you know that it's real then say it... Do you think that the other person feels the same way?

It just means that you are not ready to say it. That's all. You can't force yourself to love somebody and neither can they. As time go on when you get to know that person better and feel more comfortable with them, and your heart gets heavy then your tongue will loosen and the words, I love you, will flow from you mouth in a whisper.

It means that you aren't ready to say it yet. No worries. Love is at least as terribly frightening as it is wonderful and amazing. As I'm sure you know.

I AM HAVING THE *EXACT* SAME PROBLEM!!!!
exactly......
I feel it, I know I do---I think I just want him to say it 1st. It's so frusterating. We have been SOOOO CLOSE sooo many times, but neither of us has brought ourselves to say it.
Sometimes I just to go to heck with it, and say it myself, but I figured if he really loves me, he will say it eventually.
:-( :-(
