Have an open immigration and emigration policy with a reciprocal agreement with all the other governments so that after a criminal and medical background check, anyone of any sex, race, religion, creed or national origin that wants to come to America or go live somewhere else can. In that way we could be Citizens of the World rather than subjects of nation/states. Not everyone wants to come to America and not everyone would stay if they could leave and live anywhere in peace and not give up the right to come back.

By far the best solution that I have heard involves a mix of the amnesty proposal and the kick everyone out proposal. Anyone who is here illegally would have a finite period of time to register with the Federal Government (e.g. 90 days). They would declare where they are from, where they live, where they are employed, how long they have been here, how many minor children they have, where any children were born at, if they have fake work documents, have they payed taxes, etc. All this would be recorded without any legal reprisals. They would have to attempt to show proof about who they say they are (birth certificate from home country, passport, expired US documents, etc.) They would then be issued temporary legal work documents that would last any where from 6 months to 1 year. During this time all their information would be reviewed and background checks conducted to ensure that the person has committed no other crimes since arriving in the US. If they come back clean and it is determined that the person is a law abiding citizen they could then be issued a green card. And after a 5 year period of living and working in the US they could begin steps toward citizenship. If during this time they are convicted of any felony crime, after serving their scentence they would be deported and not allowed to return to the US. Failure to register within the inital period or to respond to inquiries after the inital registration would disqualify the person and they would then be deported and not allowed to return. During the 5 year period prior to being able to apply for citizenship, a fine must be paid for being here illegally. I would say $5000-$10000 would be a fair number. If it is not paid within that 5 years, the person would not be able to apply for citizenship and must leave the country.
As for people not in the US at this time, and prior to enacting the proposal for registering people that are allready here illegally, the border must be secured. Wether by a physical barrier or a virtual one, this must be done to prevent people from trying to sneak in to qualify for the first proposal. All people outside of the US must then apply for a "guest worker" permit. These should last no more that 18 months and are eligible to be renewed every 12 months. This ensures we know who has entered the country and confirms that the person is actually employed. After 5 years on a guest worker permit a person could begin steps toward citizenship. If they do not try to become citizens after 5 years, their permits would not be renewed and they would be forced to leave. Anyone who applies for these permits should be allowed to come into the US provided they can pass background checks. An annual percentage of people based on the native countries population would be allowed guest worker permits annually. This would require cooperation from the persons native country, and governments unwilling to cooperate with the US would keep their citizens from coming. Anyone convicted of a felony while here as a guest worker wouold be sent home after serving their time and not be allowed to return. Family members of guest workers would not be allowed to come to the US "piggybacking" on the guest worker permit. They would have to apply and get their own permit.
The key to this is to register everyone who is here, and be equitable to those here and otherwise trying to carve out a living for themselves. And to allow people who want to come to the US to come here, and to want to become US citizens. If you have questions please feel free to ask or rebut any thing I have written.

How can you not hurt people? Our children are hurt in their overcrowded schools every day. Solving that would hurt others.
