How about, "you're so pretty," or "only you really seem to understand me," or "it feels so right for us to be together. I'm so comfortable being myself with you." or "I really love that (perfume/dress/blouse/jeans) that you're wearing. You're the prettiest girl around and no one can take their eyes off you."
But whispering anything in her ear (not something offensive) is going to be sexy. If you haven't already had sex, don't whisper anything dirty.
