*You* shouldn't. Unless your cat is a prized champion of some sort, the last thing the world needs is more kittens. With 2-5 million animals being killed in shelters each year, why would you want to contribute to that? If you want a kitten, visit a shelter and rescue one.
Before you breed, go to your local kill shelter and visit all the kittens on their way to the death chamber. Perhaps it will shed some light on why cats need to be fixed and kept inside.
You answer your question, *your* cat should be dead before you "mate her".

Two things to do before you mate your cat
Volunteer for a week at a shelter (not a "no kill" one either) and see how many cats are put to sleep because there aren't enough homes. Or just talk to the workers at a shelter like that and get some numbers.
If your cat is pedigree or you still believe having a litter of kittens is okay (you are sure you can find homes for them) then about a year old would be optimal. BUT be aware that as soon as she has her first heat (5 or 6 months) she can get pregnant. So can a 10 year old human girl that has had her firs period. That doesn't mean it is healthy for them! Their bodies are mature enough to get pregnant, but actually having babies is physically very hard on them at that young age, and, like a 10 year old girl, mentally/emotionally they are too young, and may not be good mothers.

When she is what they call mature. About seven to eight months old in the wild, somewhat later if in the house and not around a male. Ask your vet, why would anyone that has an animal of any kind depend on answers from people like me and the others that will give you answer to this question.

She can become pregnant anywhere between 6mos and 1yr old. However, first one's always the most difficult on a female and you should wait until they're at least a year old to help prevent abandonment and other issues that may arise from mothers not mature enough to know/understand what is going on and how to cope with it.

Wait until she has had her first heat, then you can mate the cat. So, it would be after they are six or seven months old.
