WHO USUALLY DEPLOYS TROOPS FOR THE ARMY NATIONAL GUARD -- Is it the Department of the Army, Department of Defense, or the President?

Note I'm saying USUALLY, which person would deploy which troops for which reason normally?

Typically national guard troops are activated by the Governor of their state because national guard soldiers are STATE militia, in times of war national guard units that have been federalized fall under the department of defense-department of the army, witch like the rest of the armed forces are controlled by the president and the congress. When the state deploys guard troops it is to assist in natural disasters or law enforcement situations such as riots and looting like in new Orleans, but for the most part they are just called up to help the people. My guard unit was activated in Illinois to perform wellness checks and patrol parts of the highways that were closed down due to power outages and snow storms because the state police vehicles couldn't drive out there and ours could. we also passed out food, water and blankets to people, opened the armory's as warming shelters and humanitarian type stuff like that
