He is going crazy up and down our fence line with the new neighbors, growling and scratching hysterically. How can I stop him from obsessively attacking the fence?????

Put up a tarp, or something that blocks the view. Unless the dogs bark, this may cut down on the stimulation. The other option is the electronic training, either shock or citronella. Spray him whenever he decides to obsess over the fence. It's the fastest way to get him trained. The other is to sit at the other end with treats, and he won't get one unless he ignores others. Has he met the dogs yet? If he hasn't had a good sniff, then of course he'll be barking. Arrange a play date a few times a week. It will stimulate dogs on the other side of the fence, too.

This behavior is called fence fighting and some dogs seem obsessed with doing it. It often occurs when they are outside most of the day and bored. The attached website offers some suggestions on how to deal with it.

Since there new he'll stop when he gets use to them. IF u now that they wont attack each other bring them together without a fence between them(but keep em on a leash jsut in case) and let them sniff each other and investigate each other. Thell keep going at the fence becasue there trying to get to know each other. Just even with a fence between them watch your dog so they dont break through or dig a hole or somehting to get at each other and fight.

Dung. There are certain kinds of animal dung that will send other animals running a mile ... I'm not sure what it is with dogs, but someone ought to be able to tell you and you'll probably be able to coax a zoo into selling you some.
