I live in Florida and do pretty much the same thing. We don't get much cold weather, but when we do, it hits quite suddenly so your body does not get the chance to adjust. I up my intakes of soups, chili, hot teas and the like. I also take hot baths just before bed to warm me all the way through.

In the summer when it is hot and muggy (and I do mean MUGGY) I eat more salads and cold dishes and drink more water.

The answer is yes. In some Southern European countries where food distribution is not massified, people do follow a seasonal diet, which includes a lot of root vegetables and seasonal fruit and winter dishes (e.g. polenta with meat stew). Spring and summer involve leaf veg, peppers, eggplant leaner cuts of meat and lots of fish, cold soup (e.g. gazpacho). You should try it.
