this is a complicated question.

by sheer size of a nations army china wins. but if china and the us went to war over say, taiwan the us would most likely win.

why? because of force projection. the ability of the us to project our power outside of our national borders. our navy could effectively keep the majority of china's army away from taiwan.

china's military power doesn't influence what happens in say, africa, or south america. however the us military definitely gives us more influence there. therefore i'll assume that you are referring to force projection.

elements that i factor into force projection are aircraft carriers, a strong navy, nuclear weapons, long range bombers, long range missiles and an army that is trained in attacking and holding a beachhead.

that being said, my list would look something like this:
usa
uk
russia
china
germany/france
italy/spain
canada
india

i didn't include n. korea, israel, or iran because the international community usually condemns military actions by these nations outside of realm of defense.

another note i'd like to include is the un. i didn't include it on the list because, it isn't a nation and it has no military of it's own (it uses the militaries of member nations.) however, if i did include the un i'd put it in second place after the us.

of my list all but germany, spain, italy, and canada have nuclear weapons. the us and russia are the only two nations that have ICBMs, the rest use medium and short range missiles for their nukes.

The top four responders did a search and copied their answers from another discussion on another website. The ones that just copied it and didn't read it, didn't realize that the people were ignorant and listed Russia, a country that has very little military power now that the country has been broken apart and the economy in that country is almost non-existent.

I would have to know what you want to base your question on.

Is it solely the military size, the capabilities(training and experience), the technology, the desire to win, the leadership, economy, or everything combined?

The list changes drastically with the inclusion of some choices and the exclusion of others.
