If you need to buy stuff on the web, you better ask your parents to open a prepaid credit card (we say secured card, too).
There's no big risks, since you need to put the money on the card before spending it.
For more safety, link your card to PayPal.

You might start out by "Old School'n it" at a Library. Most of the information is free and any printed copies can be purchased with pocket change.
Go to your local Library, you may be surprised at the wealth of information they have.
I did most of my work that way and got all the way to 1754.

Try RootsWeb. If you know who your parents and grandparents are (great-grandparents would be a plus), you can search through family trees that others have submitted for free.
I have about 17,000 names in my file and a lot of this information I got from RootsWeb!
