Vinyl, being non-porous, will not accept leather dyes. Either acrylic or enamel will work great, but -
A. you'll need to prepare the surface before painting - roughen it with some fine steel wool to make the surface accept the paint, clean it well with rubbing alcohol.
B. Seal the finished work with an outdoor varnish compatible with vinyl (read the labels).
If the wheel cover will be exposed to very cold weather, any paint WILL crack when handled in the cold, whether it's oil, acrylic or enamel.
Do the preparation and it will be worthwhile.

You need something flexible. There are some acrylic paints designed for use on leather which you may be able to get at your local craft shop. Otherwise there is a firm called Batchelors in london that sell leather supplies but I can't remember their address. Otherwise fabric paints may be worth considering though you may have a problem with peeling if the surface of the material isn't permiable, the paint may not adher properly.

Hey Eve,
Tandy has leather dyes and paints. You can order on the internet. These are people that know Leather. They sell more leather craft materials than any other company. I have used their dyes and paints and am completely satisfied with the quality.

Punks years ago used to paint biker jackets using oil based airfix model paints. Some of them were really good, but with synthetic Im not sure..!

make sure it is clean dust and greese free. oils are great and acyrils too.acyrils are far the best tho.once dry seal with a neutral shoe polish
