911 is the only number you should be calling for the police. And unless you live out in the middle of nowhere I highly suggest you pull over.

If you have reason to believe that the person behind you is not a police officer (ie. one blue light in an unmarked vehicle), simply call 911. Tell them where you are, your situation, and they will verify that the person trying to stop you is indeed an officer. Just don't run and expect to use "I didn't think you were a cop" as an excuse. There are many undercover officers in unmarked cars. If you don't have a phone, just pull over, leave your window rolled up, and ask to see their badge and ID before you roll the window down. Be polite about it and you shouldn't have any problem.

Put on your flashers and physically ACKNOWLEDGE the "officer's" presence, then call 911 to verify who it is.
Note: This only works with unmarked cars that don't light up like a Christmas tree, do it with a marked police car and you're going to jail!!!
