It usually refers to Pavlov's Dog. It can be used to explain any reaction that is a result of habit.
For example: In one episode of "The Office" everytime Jim re-starts his computer (causing a 'bing' sound) he offers Dwight and Altoids. He does this all day until he finally re-starts his computer and Dwight reaches out for an Altoid. Jim looks at him funny and Dwight feels like he has muck mouth. Voila! :)

"Pavlov's Dog" a conditioned response to stimuli that is familiar and results in a great reward. Usually a great reward mind you.
