I dont think it really matters. Pick a good school or cosmetology school around you. I was in high school and we had a tech school and I went to the tech school part time and learned stuff and got hours for 3 years. Then in my senior year I went full time and finished my hours. Then I was able to go out and get my license. I think the best learning experience you can have is at a salon where you are really going to learn the things you need to learn to do hair these days. School is teach you correct ways of doing things and they will teach you the laws and how to do this and that but I think you really need to go out there watch and learn for yourself and not just be taught in a classroom. I think you should check out schools around you that teach Cosmetology and pick one and get a job at the salon. It can be shampooing. That way you can get in touch with clients, watch other stylists, and know your way around the salon. I think thats the best thing because I would rather sit back and do some 'easy' stuff and learn from others about the dos and donts and then really be ready once you have your license and are ready to take clients of your own.

Very difficult to give you an answer not knowing what country you are in. I would pick a big modern salon and go in and ask them. Amongst the stylists there you should get the information you need. I live in Cyprus (a little Greek island in the Mediterranean sea) but studied in London so if you are in the USA i wouldn't know how to advise you. Pop into a salon, it won't cost you anything.
Good Luck.

A place i go, and i'm not for sure if they are placed anywhere else, is LaMonts International. It's a school, a fairly nice sized place that i personally love. It might not be the thing for you if you are wishing for a large place to enroll, but this place is located at:

LaMont's International
60 E. Elm St. Canton IL
#:(309)-647-4224

Hope this helps somewhat.

That really depends on the area you live in -- you should do some checking by visiting different salons, esp. the type of salon that you want, you should visit -- for example Bumble & Bumble in NYC -- very upscale salon -- if you lived in NYC, you should drop by there and interview the stylists and ask them where they cut their instruction from and go from there.
