I'm actually working on this particular painting now, and have been for quite some time, on and off.

Could have been Renoir. He did several bust style paintings of young red-haired girls in the 1800's. That would be my guess.

I think the one you might mean is by Norman Rockwell, called "Girl At The Mirror". You can see it at the link below. Hope this helps.
