Like most people have said, it depends on where you live, what you want (an hour group lesson or 1/2 hour private, etc) and which instructor you use.

I have paid as little as £14 for an hours group lesson, and as much as £35 for an hours private lesson with the school's best instructor.

If you are just starting out, I'd recommend one or two half hour private lessons, just to get the feel of things, before joining a group lesson of similar ability.

It depends a lot on the place you're riding (different states are more expensive and different stables are more expensive), the style you're riding, if you have your own horse and tack and things, if you go early and tack up your own horse or if they have to do it for you, and what level you are and how much you want to learn. Private lessons are much more expensive than group lessons, but usually as a beginner first time rider, you start with privates before going into groups. If you're in a place that doesn't have a lot of horses and you're taking private lessons, it can be $70-90... if you're training with a really really good upper level instructor, lessons are likely to be that much too. but if you're taking basic lessons in groups with a basic instructor at an average barn, you can get lessons for about $20. Private lessons are likely to be $5-15 more expensive than the groups. All of those estimates are for hour lessons. At my barn we have lessons for very little kids and we take them around on the horse for 15 minutes and it only costs $7. So it depends on what you're looking for. I'm going to say the average cost of lessons is probably $20-30 for an hour lesson.

When I was taking lessons, like 15 years ago, it was $15 for a half hour. But that was 15 years ago, and I live in a cheap area of the country. I would call around to stables and ask how much they charge.

It depends, an hour may cost $30 dollars somewhere, where another place may charge $60-80 dollars for 45 minutes. Sometimes private lessons may cost more, about $120 dollars an hour.
