No, never. Pony tails are never allowed in uniform or during PT during boot camp. Also, when you are on active duty after boot camp, pony tails are still never allowed in uniform. At anytime while being in boot camp if your hair is below or grows below your collar line your hair will be cut day one and any other time it needs to be cut at boot camp. Get a haircut before you leave for boot camp if you don't want your hair too messed up by the Navy barbers.

I am in the Air Force and we were allowed to pull our hair back. When my sister went through Navy Basic they cut all the girls hair to above their shoulders. Even if your hair was already cut . I dont know the regs though sorry.

it cannot reach your collar, and it must not interfere with the wearing of both the Navy Ball cap and the offical headgear you are issued. Most females just opt to cut it very short in a cute style before shipping out, because the people there will just hack it off to within regs.
