He's a very young puppy and that big world looks very scary to him. So he heads back for his safe world inside. Start taking him on little walks on a leash. He will soon realize that going outdoors is a great adventure.

I don't consider myself an expert however I do believe I know more about dogs than the average dog owner. I suggest a snug collar and a leash and drag his butt out there. After a while he will realize you aren't giving up this time and will eventually give up on his own. Even at 8 weeks old he's thinking about how to control you. If a regular collar won't work then I'd use a choke chain. Choke chains are not used to "choke" your dog. They're used to snap them back into focus. While using a choke chain I recommend you not to pull or drag your puppy. Just walk and when the puppy stops you jerk the collar once to get him going instead of a constant pull. If that doesn't work then jerk it again. Choke chain collars are used for training and walking. They should never be used as a regular everyday collar.

he's just a little baby! he could just be scared. did something happen to him outside that could have scared him? even something like a loud noise or big dog could have spooked him. from now on, make going outside the most fun time ever! make sure you praise him the entire time he is out there. happy voice! big smile! give him really tasty treats (whatever his favorite is) while he is out there. play with him outside. do what ever you can to make him learn that outside isn't scary, but lots of fun! i have a feeling this has to do with how young he is though, so don't worry. also, consider enrolling him in a puppy class. socializing him with other dogs and training him can help build his confidence.

He is still a little kid. Once you get his shots finished, enroll him obedience class where he can be exposed to other dogs and people and get socialized. Take him out all the time and have him meet lots of people and other dogs and get him exposed to all sorts of situations. If you do the work while he is young, he will go great in all sorts of situations.

He is very young, and looks to you as his protector and parent. One thing to do is make him feel good about going outside and then gradually leaving him outside, you have to let him know you are not leaving him for eternity to fend for himself. Dogs don't understand things like we do. It will take time.
Is he a rescue? If so, he might not of been properly socialized or he was mistreated. I would spend lots of time with him outside playing, exploring and maybe he will feel less insecure.

He's only 8 weeks old - he wants to be with you at all times and doesn't understand why his litter-mates and mom have suddenly disappeared.
You need to have patience and give him time - You probably didn't know much at 8 weeks of age...Don't expect your puppy to be a "dog" at that age...He will get better as he gets older.
