I was born into a drag racing family, which is a blessing and a curse at the same time. Anyhow, when drivers pull into their lane, they cross a line of water. When they are clear of the water, they do their burn out. It removes any gravel and particles that have gotten on the slicks and gives them far better traction on the track. Hot slicks are sticky.
In the older days of racing instead of water, they used a bottle of VHT. Thats been outlawed now.

In Top Fuel, for example, it's been said the tires really don't require a burnout at all but they have to anyway to burn in the clutches and put heat in the motor.
On my Camaro with Drag Radials, A light burnout is required to make them sticky. To much of a burnout and they get too hot and greasy which could reduce traction.
Plus, yea it get's rid of all the debris stuck to the tire.
Street tires get a little sickier when hot but you have to be careful because water from the "water box" can stay in the treads which could be carried up to the line. Also water can be flung up in the wheel well and then drip on the tire while your waiting for the green light.
I never burnout in the water, I always roll through the water box then stop and do a burnout to prevent that from happening.

Actually drag racers do burn outs to get heat in the engine. the large slicks they run are soft enough to provide excellent traction with out the burn out. how ever running street tires or street slicks does require the building of heat in tires to help traction.

as stated above but also to heat and lay more rubber on the track, rubber to rubber contact makes for better grip than rubber to asphalt
