If you have Vonage, or a similar company, then you call 911 just like you would from any other phone. But be aware that it may not work as well as a traditional phone line.
If you do not have a phone service through your computer, then you cannot contact the police.

DO NOT rely on the computer, for emergency needs.
Buy a cheap prepaid cell phone... one that you can have on you at all times. My husband has ms.. and this is a solution for him, if need be.

Unless you have vonage or some phone service on your computer you do not use it for emergancy.
