I know there is a point when the military will chapter someone for not progressing in rank. EX. A specialist with more than 15 or 16 years of service. I don't remember what the acronym is though. Any help?

QMP 'Quality Management Program.' This is the program that gets rid of people for whom it is obvious that they are going nowhere in their military career.

It's called "high year of tenure," and is the maximum amount of time one can serve in the military in a certain rank or without progressing in rank. The amount of time you've held a certain rank is called "time in grade."

I don't know that there is an acronym. We used to call it RIFted, which meant Reduction In Force. That's what they used to put on your Discharge (DD214): RIF.
