You need to deeply condition and hydrate your skin with the proper ingredients that will not cause your skin to break out, produce oil, or dry out. Most lotions on the market contain mineral oil, the molecular structure of which is too large to penetrate the pores of your skin. Products that contain mineral just sit on the top layer like saran wrap and cause dirt and debris to collect on your skin. These also give a temporary feeling of softness and have little to no benefit. Check your products to ensure they do not contain harmful ingredients such as alcohol, wax, dyes, chemicals, animal products, acetone, etc. These will irritate and/or dry out your skin. Try to figure out the cause of the excessive dryness before treating. Why is it just your legs?
There is not a lot of sense in just treating the area if the problem will recur.
For this you may need to talk to a dermatologist (or the very least your GP).
They will know the best treatment, your skin may need more than just re-hydrating with oils or moisturisers.
If your self conscious you might have to wear jeans for a while.

before you contact a dermatologist, change soaps, lotions, and anything else cosmetic that touches your legs. it may be an allergic reaction.
then, try shaving when your legs have been in the bath for a bit, use a good moisturizer and sunscreen, loofah often, and don't bother using soap. drink more water.
if this doesn't help, then make an appointment.

as a pharmacist, I would recommend cetaphil or baby oil for large area coverage; aquaphor ointment for spot treatment (aquaphor is water soluble so no greasy feeling afterward)
