I want to know how it compares.

All right, let me re-write the question in an appropriate format, for the smart alecks who think that messageboards have to be gramatically correct in every way.

What is the average score for the SAT. I scored 1400 points out of 1600 points, on an old practice test, and I want to know how that score compares with the scores of other individuals who also took the SAT.

1400 compares to about 2100 on the new SAT. That's derived by assuming that you scored about 700 on both the verbal and math, so assuming you'll get 700 on the writing also, it's about a 2100. That's about 97th percentile

On your question "What is a good target score for SAT?"

On a 1600 score scale, you should target 1600. Aim high, so that if you fall a few points down - your score is still high.

Your second sentence: "I just got a 1400 out of 1600 (old program) on a practice test.?" is not actually an interrogative sentence (construct), so why did you put a question mark "?" in the end? Now I'm starting to doubt whether you actually scored 1400 on a 1600 score scale.

Your follow-up sentence "I want to know how it compares." is on of the most ambiguous statements I've read. What are you trying to compare?
