I know Detroit has quite a few "lower income" neighborhoods in it so do what I have done in my city, ALL of my kitty's have been stray cats. I scooped them up right off the streets of crappy neighborhoods I ventured into for this reason.
It got to the point people were telling me where they have seen cats/kittens.

I ended up saving quite a few also. Re-homing them.
All my kitty's (4) have been spayed/neutered/vaccinated/flea tx/URI tx, etc.ect.

Sounds nutty in a way I know BUT what cat/kitten would not be a happy/loving little fella when you save them from a life of coldness, disease, hunger, abuse, ect..?

I got lucky 1x and a pretty silver tabby girl was already spayed. BUT that is NOT the norm.

Be prepared though some of these cats have diseases like FIV & FLK (Aids & Leukemia). Some vets reccomend euthanasia in these cases BUT I took on the emoitional and financial responsibility for my Tom. He has FIV.

Otherwise for the less "enthusiastic" Go to your city shelters/Humane Society's. A LOT of these places have either medically treated the cat or give you a medical voucher for treating the cat.

Yes, pet stores are "BAD" places due to where they get their animal (mills, overbred cats, theft, ect.) BUT I often wondered why it is considered "good" to keep the cats in a place such as that especially knowing the conditions.

Try craigslist.com they always have people who are looking to rehome their animals. Most of the cats a free (a practice I don't condone generally) and alot have already had most of their vetting. Good Luck!

A few good places to look are:

http://www.petfinder.com/shelters/ppal.html (Precious Pets Adoption League)
http://www.petfinder.com/shelters/specialcats.html (Special Pets for Special People)
www.petfinder.org/shelters/MI206.html (Kitty Heaven)
www.catconnection.org
www.detroit.craigslist.org/pet

or look in your yellow pages for local cat rescue groups. Try to give a rescue cat a home and NEVER buy animals from pet stores - they all come from puppy and kitten mills.
