"And the LORD said unto Moses, Bring Aaron’s rod again before the testimony, to be kept for a token against the rebels; and thou shalt quite take away their murmurings from me, that they die not." Numbers 17:8

The Israelites were upset at Moses & Aaron thinking they had appointed themselves over the people. God was showing them that He was the one that appointed them their position and to deny that was to be rebellious against God. He made Aarons rod bud instead of any of the others to show His choice, and it was placed in the Ark of the Covenant as a reminder to them to stop their murmuring & complaining.
