Mix together 1/3 cup fabric softener with 2/3 cup hot water, or add a cup white vinegar to a gallon hot water.
Pour either solution into a large spray bottle and moisten the wallpaper. Allow to stand 15 minutes or until wallpaper is loosened enough to be peeled off.
Remember that vinyl wallpaper will need to be scored before you apply the wet solution, so the solution has a means to penetrate the paper. Then remove the wallpaper, starting at the bottom and lifting towards the ceiling. If it resists, spray more solution on and wait another 15 minutes. Renting a steamer for removing just a boarder might be used as a last resort.

Yup water & dish soap is the way to go. I am the WallPaper Remover my mom calls whenever she needs it down.
Remember, use Hot Water ~it heats the glue & re~hydrates it to make it easier to take down.
I would just use my sponge & slap it on the wall w/o get'g rid of the excess water. Dont be afraid of it. Put it on thick & put down towels. The more the better I think.
So, make sections of Ur wall & Water Sponge it to death in wide strokes ~left to right. By the time U get to the bottom, the top will of soak'd in & U can start over sponging the wall w/ hot water. Repeat a few times.
Use like a cauking knife ~ dull blade to scrap the wall paper or glue in the places the glue doesnt come off w/ the paper.
Yes it can be tedious but, be sure to get all of the glue film off. Or when U put up new paper, U may have ripples or bumps. Some wall paper prints will hide them but some wont.

Here's what works best for me.
I get a squirt bottle of really hot water and add some amnonia. Keep the border satuarated and wipe off the remaining wall of water so as not to do damage. As the wallpaper begins to get wet and absorb the liquid it comes off fairly easily.

first use a spackling tool to peel up the top layer. then, use a water spray bottle and wet the paper bottom layer. wait for 5-10 minutes, then take a wider plaster spreader and scrape off the underlayer. make sure to use enough water. you will need to wash the walls afterwards once or twice to get the remaining glue and paper residue off. it may take you a while but it is worth it in the end. good luck.

i had a friend who just bought a house and every room in it was covered in wallpaper. she tried steaming but due how long it had been on the walls, it was tearing the sheet rock off with it. i would recommend going to a home improvement store like Lowe's or Home depot and buying a solvent for removing old wallpaper. you apply it and the chemicals in it dissolve the glue. best of luck.

To remove most wallpaper, you can just use hot water and a sponge. The water re-wets the glue and the paper should come off.

use a paint roller and roller pan, mix vinegar and hot water. (make the mixture fairly strong of vinegar, 1 part vinegar and 3 parts water). then roll on to the paper until saturated and scrap off. most of it will just peel off. i have used this solution many times, it really works.
