26" is the standard for modern off road bikes. 20" is reserved for BMX and kids bikes.
some decent brands that are cheap are Diamondback and Ironhorse. ***** and sports authority sells them. if you want something simple that will last a while and doesnt require much maintainence, get a hardtail for $300-$500. a decent dual suspension bike for a beginner will run $600-$800. anything more than that, and you get the "real" parts. things that are serviceable and adjustable.

A few freeride bikes have a 24" rear wheel, but otherwise, for mountain bikes wheels, 26" is the norm, and there are a few 29".
About cheap but good, it depends on what you mean by cheap. I think that you can start find some good starter bikes by 300-500 bucks new.
I would suggest buying a hardtail, since you will probably get better components and frame when you're on a budget.
Check Specialized, Marlin, Cannondale, Trek, Giant, Iron Horse, and some others. Go to a dedicated bike shop rather than a general sports one. They can help you find a right size frame (they're usually also measured in inches).

Only kids bikes have 20" wheels. Adult mountain bikes have 26" wheels. No such thing as "cheap but good". In the bike world, cheap means junk. Bikes from K-Mart, Walmart, Target are all JUNK. They won't hold up to serious riding. A new quality bike will cost you at least $250, and that's for a bottom end entry level bike on sale.

Adult bikes have 26" wheels like everyone else said. And cheap = crap, not good, especially if you're going to be riding in some remote area where help/mechanics are not close by or with you.
Avoid Trek, that's complete crap and not even worth the money. Check out Cannondale, they are not bad for a beginner. I would also suggest Titus, Santa Cruz and Specialized.

go for 26" wheels... less work & cover more ground
many manufacturers have bikes in different levels & price ranges... check out Trek, KHS, Giant, and Specialized.
