Could I use textile colours? Won´t it dissolve when it´ll be raining?

Textile colours are perfect for this sort of application.
The following list of paints and mediums are permanent and resist water.
Pebeo,Createx and Polyfab Fabric Paints are the best to use.
Golden GAC 900 Fabric Medium.......
Golden's acrylic polymer GAC 900 is for clothing artists. Blend it with normal acrylic colours to produce fabric paints. When heat-set properly, it offers a very soft hand and laundering stability.
You can also purchase a very inexpensive conversion fabric medium like the one above at Wall-Mart or craft stores for $3.00 bottle. ( you can use this with any water based paint including craft paints).

Depends on the material the shoes are made of. If they are leather you need to use a shoe paint-it's usually available at a shoe repair shop. It has a shine remover and paint in the kit.
I think acrylic is the best if your shoes are canvas. It's more vivid than fabric/textile paint and has a fuller body so you'll get good coverage. It will adhere to the canvas really well. And if you "make a mistake" or change you mind- you can paint right over it once its dry. Once it's dry it doesn't dissolve-it's color fast and stable

If it's canvas shoes, textile colors are fine. But what I usually use is good quality acrylic paint. It wouldn't chip or washed away.

the other question to wonder about is will the paint chip off. I painted my shoes once with nail polish and it chipped off only in teh places where the shoe bends from walking. So i think you should look into a paint that can noty only withstand water but also being streched and maybe squished a little during use.
