You have be 18 to sign the contract agreement. Get your parents or an adult you live with to sign on the policy with you. It will probably make your insurance cheaper anyway.

No, you must be emancipated to be able to do that. By the way, how did you get a car titled in your name, it's not legal in most states, and rarely issued in the states that have special regulations available.

As a minor, you can't enter into a binding agreement. You will have to be under your parent's policy until you are 18.
