The only stroller in the market that have rubber wheels is the Quattro Tour Stroller made by Graco in the Roxy print this stroller is about to get discontinued because this stroller is $40 higher because of the rubber wheels only all the companies aren't manufacturing them anymore because is too expensive also is not like you are going to do donut in a parking lot whether the stroller have the made of plastic or rubber the have the same wheel is all in the frame of the stroller. The best stroller in the market right know are made by Chicco (Prefer. the C1, C.5, or the Cortinas) the wheel base is made of a different plastic material but the frame makes the difference.
Here's a hint an how the determined the quality of a stroller is by standing on the foot rest of the stroller and the stroller should stay on the ground and not flip back.

My husband and I got a Jeep stroller, and it actually has tires (and it comes with an air pump). It is a three wheeled stroller, and it is made for going "off road", like on nature trails and such. We have a lot of those where we live, and in the summer, we go walking on them a lot. This stroller is a dream, for it has tons of storage space, room for our daughter, a nice canopy, and speakers and a place for you to attach your cd/mp3 player to play through the speakers. It cost us around $130.00, but we have found it well worth it.

My daughter's stroller is Graco brand, and it has rubber wheels with great tread on them. It's the basic stroller that's part of their travel system, the one that the infant snugride carrier snaps into. It handles easily indoors and out, and it folds up with one hand. You can find them at walmart, target, toys-r-us, and other stores. Good luck!
