i want a puppy thats white and fluffy what puppy should i get?

I'm assuming since you didn't specify - that white and fluffy equals a small cuddly dog.

A Bichon is a good choice, easy to train and good with people (kids) and other dogs. With the bichon you'll have to have it groomed lots as they have curly hair (like a poodle), you'll either have to have it shaved or brush it all the time because they matt easily. The Bichon will be about 15 lbs full grown so they need more exercise than the Maltese.
The Maltese are white and fluffy and have a good personality, and they're easy to train. They have straight hair so they're easier to brush and won't matt as easily so they won't have to be completely shaved. These guys have the "pushed in face" so if you find that cute - this may be the dog for you. Maltese only get to be about 6 lbs. so they are definately the smallest choice. They won't need as much exercise and can be in house litter trained if you don't have a yard.
Poodles are really smart but can be a little yappy if not trained right. They have the curly hair like the Bichon so they need to be brushed often and shaved when they start to matt. The miniature poodles are about 15 lbs. while the toy poodles are about 7 lbs. Toy Poodles can also be litter trained. The minis need a bit more exercise and should be trained to "go" outside.

You don't specify adult size.

Bichon Frise, Maltese, and West HIghland White Terriers (westies) are all small dogs. Westies are a bit more scruffy than fluffy though.

For larger dogs there are Great Pyrenese, Akita, Kuvasz, Samoyed, Bedlington Terrier (more midsized), Siberian Husky, White Shepherd (long coats are fluffier), and Clumber Spaniel (these have liver or orange markings on the face). I cannot remember if the Alaskan Malamute has solid white as a color but they'd be another option.

Poodles and American Eskimo Dogs come in three sizes so there's a size for everyone with them.

Research any of these breeds you like as there all have VERY different personalities and engery levels.

Bichon Frise! But--as has already been stated--puppies grow up to be dogs. Any white dog will probably need baths more often then dogs with color. West Highland Terrier. They aren't as overbred and aren't mean and snippy. American Eskimo's are cute as well. However, if you want one that grows up to be a big dog, get a Great Pyrenees. They are big and fluffy and very sweet!
