Freeware PDF editors are usually very iffy; many of them have spyware. Adobe Acrobat is the most popular answer. Another much cheaper alternative is FoxIt Reader Pro, which will run you $40-$50. You can create (but not edit, unfortunately) PDFs from any file for *free* with an open source solution called PDFCreator (highly recommended).

if it is only text
save it as doc
then edit it.
Finaly print it as pdf
using pdf driver.
