It is called a level. There are also some other things on the market that will help you hang things, especially if you're looking to hang more than one item but all like ducks in a row. I can't remember the name or website right now, but if you email me, I'll find it for you.

If you are looking to hang something on a vertical line as opposed to a horizontal one, you might want to think about a plumb line instead. This is great for hanging wallpaper, making vertical stripes of paint, etc.
