No, there are liberal tax concessions to big oil companies and the US Congress just rolled back it's tax credits to the oil corp.
Halliburton is trying to make sure that it doesn't have to give back to americans what it has stolen in illegal profits.
They are un-patriotic and should investigated to the full extent of the law.

It could mean many things. I find it more than strange that a few months ago, the news reported Barbara Bush, Pres. Bush's mother, had bought a home in Dubai. This move is about money, but we don't know what Halliburton has going on yet. A good investigative reporter might find the reason. The US Army has no more obligation to protect Halliburton in Dubai than any other American citizen in any foreign country.

Dubai is in the United Arab Emirates, and that is probably the safest country in the Middle-East, right up there with Bahrain.
Also, it is a very large seaport, a city with a thriving economy and easy access to the rest of the world through a very modern international airport. If anything, it is a very good staging point for operations anywhere else in the Middle-East.
As for protection, the US maintain a military presence nearby and there is a military airfield, Camp Mirage, not far either. But the UAE are quite capable of assuring the security and safety of foreigners, especially near Dubai, which is a world-class tourist destination and economic center in its own right.
So no, they probably don't expect any military save the UAE's to provide them with security. If they don't do just like anyone else and put their trust in the local cops.

Dubai is actually becoming a hot spot for American companies. As they are building basically an entire city out of a huge stretch of dessert, the amount of work and workers required in the area is huge. There are plenty of engineering and building firms already established over there already and they are having no problems.
Why would the army need to protect them over there? Dubai is turning into a tourist and vacation hot spot.
