No you should not back off because what if he is the one and you could have lost the BIGGEST CHANCE in your life. you never know!!! Just talk to him, you can make the move first, its natural. WE're in 2007 and its normal now for us females to make the first moves. I made the first move with me and my boyfriend and hey look at us right now, we're HAPPY.!!!! Just give him a little push, talk to him about it... it's ok. If you do it, you can risk the chance that HE DOES LIKE YOU AND WAS PROBABLY JUST SHY!!!!, or maybe he just wanted to be friends.. and hey if that is the case, it's ok. Life's too short to dwell, but keep ur head up high, he's out there somewhere ok!. Good luck!
