The unit i was in has been there 4 times since 2003. Two of those times I went but have since retired. I do not believe their is a ruling as to how many times you can go, or for how long. I've know a few Army troops that have been there three times, each time lasting about 11 months.
I do know that in the Air Force, depending on the lenght of tour, they are required to leave you home a certain ammount of days in order to get households, and other things taken care of.

As many times and as for as long as they need them. This is their job and if they are needed, they will go. It is not about being fair, it is about the job that needs to be done. If they are in the Army they should already understand this. Everyone in the military is doing their part and if this is what is being asked, you can't get out of it. If he doesn't like it he shouldn't reenlist next time the opportunity comes up for him to do so.

they can be sent as many times as they were asked too. as a soldier, you cant say no to that. you just go and do your duty, right.

i know a few guys on their 5th and 6th tours.they can be sent up to 18 months at a time
