It's not "normal" for a chihuahua to shake for no reason. People do have a point -this is a small dog without a great coat- it could be cold.

HOWEVER, you should take your dog to the vet- often times these little dogs have a sugar balance problem. It can be cured with this glucose stuff that isnt expensive but you do need to have your dog checked before you give it to her as it can be harmful if your dog doesn't have a sugar problem. I have had 3 dogs with this problem- so it's definitely a gentic problem.

My answer would be she is cold. Was she recently given a hair cut? While I do hate to see dogs in cloths, you might try a dog sweater. Or turn the heat in the house up a few degrees....Dogs tend to be more temperature sensitive than we do.

Is this a new behavior? When my dogs do this it means they are excited or nervous. I've seen my German Shepard do it on a 90 degree day. Is there something scaring your dog or causing her stress? Also, depending on the breed (Chihuahuas for instance), it's common for them to shake and shiver.
But when in doubt, ask a vet.

Some thing is bothering her it may be the other dog if it knows she is afraid of him he will use that, but if he leaves her alone when you are home I don't think so, maybe you should ask your vet.

if it's a chihuahua, it's just their nature. Try making her a warm soft comforting place to lay. It's partly because they don't have a lot of fat on their bodies and they are nervous natured.

Get her a dog coat.

if its a really small dog its probably because her body is so small its unable to retain heat. its pretty common among the mini's.
