I dont have access to the exact verses right now but the bible exhorts believers "not to be drunk with wine." Basically, dont get drunk. It has several verses telling believers and Old Testament Jews, not to drink strong drink at all. The strong drink was most likely an alcoholic drink made from fermented rice-kind of like a saki.

There is no verse in the bible that says not to drink at all. In fact, wine is referred to in the OT as a blessing from God. Jesus turned water into wine. In the NT, Paul tells one of the disciples to take some wine for his stomach problem.

Jesus himself drank wine, both at dinners with friends, and most notably, at the Last Supper.

The scripture most often used to try to argue this is Ephesians 5:18 "And be not drunk with wine, wherein is excess; but be filled with the Spirit"

The arguement is that only excessive wine drinking to drunkness is wrong.

When compared with the rest of the Bible, it is a weak arguement. This scripture is not talking about rules on how to drink. Rather when read in the later context, it is comparing the way in which drunkness alters a person's personality with the way in which being filled with the Spirit alters ones life.

I'm not sure. I do know there are several passages about drunkards and how bad it is to be one.
Deut. 29:19, Prov 26:9, Is24:20, 1 Cor. 5:11
Proverbs 23:31 says: Do not look on the wine when it is red, when it sparkles in the cup, when it swirls around smoothly, at the last it bites like a viper. Your eyes will see strange things and your heart will utter perverse things. Yes, you will be like one who lies down in the midst of the sea, or like one who lies at the top of the mast, saying:They have struck me, but I was not hurt; they have beaten me, but I did not feel it. When shall I awake, that I may seek another drink?"
God understands the power of alcohol and the plight of the drunkard. He does not say you cannot drink alcohol, but he warns of the dangers of too much. Which is the case with everything we consume.

Ephesians 5:18

"Do not get drunk on wine, which leads to debauchery. Instead, be filled with the Spirit."

It does not say you cannot drink, the bible only says do not get drunk.
