Do you really want to ? The chemicals you would use can damage your liver . It's very hard to develop colored pictures .
I did black & white .
You will need a very dark room with out windows , 3 developer trays , special plastic tongs to lift & pictures out of chemicals .
chemicals , big sink to rince pictures . red lighting so you can see , so you won't expose the photo paper , light senative photo paper . photo inlarger , frames to hold photo paper under inlarger .
picture drier that looks like a round medel dromb ironer for glossie photos , coragated card board for matt pictures .
There are other things , but it's been almost 50 years since I've worked in a dark room . I do my pictures on my computer now , no muss no fuss .& no chemicals

The major single item expense would probably be the enlarger, and you should not skimp. Get the best you can afford. Actually with everybody nowadays switching to digital, you can most likely find some good deals on the used market. But I feel it's worth it to not let the old technology fade away. It is a rare individual nowadays who can see the difference between digital and silver, but it's there.
A well equipped darkroom also needs running water, a safelight, a drying area. I would bet that a resourceful person could probably get one started for in the range of 4 hundred dollars

1st: paint the room that is going to be your drakroom black. you have to get a safelight (an amber color light)
2nd: you need an enlarger. if this is your 1st drakroom you should by a used enlarger
3rd: you need tanks for your three chemicals. the chemicals are developer, next the rinse or stop bath, then the fixing bath. then you and gonna need a larger tank for just water
4th: and if you plan on developing your own flim you need a changing bag and chemicals for that
