My son is younger but does the same even though he IS able, he only walks when HE wants. It's OK though, your son will do it more as he needs. Only thing I can suggest is a LOT fo patience. LOL Wish I had more advice.

Give him time. Don't turn it into a power struggle...or he may refuse to walk altogether! He'll probably just decide to walk on his own one day in the near future.

Yes, enjoy this while you can. Because once he stops, he will probably never ask for your hand again. Stop trying to push him to grow too fast. He will develop at his own pace. If other parents are questioning you, then tell them to kiss off.

So hold his hand. He still feels the need for a little security. Holding his hand, to offer him that security, is a special gift to him.

he probably had a bad one time ? just let him do it on his own . encourage him and give him praise when he does it with you holding his hand and then releasing it little by little , and tell him not to be scared.
