I say yes you will. I recently returned from St. Thomas, which is also a US Territory, (it's right next to Puerto Rico), and I had to go through customs. But don't worry about it, all they really want to know is whether you have cheap cigarettes or liquor. If you have a passport, bring it. It will speed up the process greatly. After Jan 1 2008, you definately WILL need one, as then the law changes, if you fly by airplane it changes then.

There are no general customs between Puerto Rico and the United States since it falls under U.S. customs control. The only thing you must clear in Puerto Rico is agricultural customs. The FDA will x-ray your bags to see if you are not transporting any plants, soil, or animals back to the U.S. Once cleared, they will place an orange sticker with a map of Puerto Rico on your luggage/package. Then you're good to go.

No, Puerto Rico is a United States unincorporated territory with Commonwealth status and travel between the United States and Puerto Rico is the same as travel between the states.

no, not if it is a direct flight, but if it didn't orginate in Puerto Rico and stopped prior to taken off from Puerto Rico, then it is an international flight then you are going to have to because the rest ot the plane is going to have to.

pass June to November= HURRICANES! in case you're actually not any afraid, the rates are super! December to April= costliest, snowbirds flock the island might, June, July= small window of danger, maximum inexpensive flights, accomodations

Yes. You go thru customs in PR not in Philly. All flights from PR to the US clear customs in PR not in the destination city. Its just a PR thing. I cant explain it.
