Yes, you are allowed one license in the state where you reside. They will essentially exchange licenses with you, Mississippi in exchange for a New Jersey one.
(The only exception to that rule is Florida, who will issue a license good in Florida only for those who winter there and spend the summer in their home state.)

Why would you want two? Just say that you lost the NJ one, you'll need to contact the office in the previous state and have them fax your driving records to the Mississippi one, but if you think it's worth the trouble for a picture you alone think was a good picture, go for it.

Yes, you do & you should not have to take any driving tests either. A license from another state grants "driving" privileges in another state and so when you move from 1 state to another you are granted reciprocity.
I think the only place in the U.S. that has a modified rule to this is the District of Columbia

What sort of license? Driving then yes. Other professional licenses then probably not.
