Can the poice do anything if a person displays clear wishes to commit necrophillia and have sexual relations with an underage girl/boy?
This is because of a book I'm reading at the moment.

The police can't do anything unless someone actually DOES either of those things. Wishing to do something (except in the case of possessing child pornography) is not a crime.

There is a fine line between wishing something and actually doing something. If you wish or fantasize about committing these acts, you should get therapy--quick!! This is along the same lines as "I wish someone would kill that guy who keeps on bothering us." Nobody can do anything because of their thoughts. They cannot arrest a person on what you wish you could do or your fantasies (however warped and disgusting they are.) Once you commit an act, though, then they can arrest you. But, like I said, if you have thoughts like these, get some very serious psychological help.

It depends on what you mean by "displaying clear wishes." Normally, you actually have to be caught having sex with a corpse to be convicted of necrophilia or caught having sex with underaged children to be convicted of statutory rape or indecent assault. However, there are other things you could be doing that could get you in trouble. For example, if you worked at a morgue and were found to be fondling the genitalia of a dead person, not only can they fire you but they can report you to the state medical board and have you banned from ANY type of contact with dead persons (and that can be enforced by the police). If you're into underaged children and have kiddie porn in your possession, you can get busted for that even if you have never had sex with an underaged child. You could also get in serious trouble if you get in with a group like NAMBLA because that organization has as its ultimate aim the violation of U.S. law as it pertains to sex with underaged children. See how it works? A person has to DO something to get in trouble -- just saying you might be interested in having sex with a corpse or an underaged boy or girl is protected by the First Amendment right of free speech, so it's not like the police can watch your every move, even if your intent to do these things is well-known.

Some of the earlier posters were wrong about thinking or saying something not being a crime. There are things that you can say are a crime. If you verbally threaten to burn a building down, that is a felony even if you never do it. In this case, I don't believe you could be arrested, but I can't give you a 100% sure answer on that right now.

Kuriouskelly coldn't be much further from the truth...the term 'grooming' does not exist just for combing an animals fur!

If you want to consider a relationship as an adult with a child (as if they are under age ...that is what they are!)...whether you possess child porn or not you would be procuring sexual advantage by age.

As for necrophilia...well...sorry but there are symptoms of serious mental illness with that one...yuk

Expressing desires to do so is not illegal. Attempting to solicit sex from an underage individual is illegal, even if sex does not occur.

Expressing a desire to do something is rarely illegal, unless it involves bodily harm or some form of disrupting the peace.

Muhammad had sexual relations with an underage girl - she was nine.

There is no record that he ever had sexual relations with a dead body - though there were a lot more dead bodies whenever he came into a town.

Oh crap, is that illegal ?!?!

Displaying a desire to perform an act is not in and of itself a crime. Unless, you can show a victim who is threatened.

i.e. I want to molest your child. This could be charged as "Threats and Intimidation."

Thoughtcrime hasn't really picked up in the States yet. Wait for 1984 to roll around.

No just because you want to do something illegal doesn't make it so but if you take any steps to do it then it could be attempt or if others are involved a conspiracy in the UK.
