Not knowing your location, you would need to find out local plumber rates. Tearing out the concrete to run the drain and doing the job would be time consuming and costly. Depending on how far from the main stack the toilet will be, you may also need an additional vent line. You may want to check out macerating toilets. These do not need the piping to be in the concrete. check this at Saniflo.com.

This is a project you could do yourself and save some bucks!!

All you would need to do is go buy a toilet ($75 and up) and a ring that goes under the toilet itself.

I hope this is what your refering to. If your talking about actually installing a toilet where there is no sewer line already there, that might be costy and I'd have no idea about that! (If thats the case, "sorry")

A licensed plumber who pulls a permit and inspection will probably cost you $1200.

Obviously no one can suggest you have someone unlicensed do it without a permit, but the materials would cost about $200 including the commode, pipes, etc and there's probably 10 hours of work in the whole project if tearing up and replacing concrete is involved.
