A high pulse rate means that your heart has to pump faster in order to provide the oxygen needed by your cells to operate and survive. If you improve it to a slower rate you will tax your heart less and it will be healthier.
The way to do that is by doing cardio exercises.
If you have never done any of it, start with about 10 min a day and something easy, such as a fast walk.
After 1 week, increase by 10%, and keep increasing every week, in intensity and time until you reach about 3 to 4 hours per week of cardio exercise. This will definitely lower your heart rate.
Different types of exercises you can choose, after you get going are:
1) Fast walk,
2) Jogging,
3) Elliptical machine,
4) Cycling,
5) Rowing,
6) Swimming,
etc...

You might tell us what your resting pulse is. Also are there any underlying medical conditions? Can we assume that you do not have an overactive thyroid gland? Do you take any medicine that raises heart rate including caffeine? Do you have a pre-existing heart condition?
Assuming that you are otherwise in normal health, the best way to lower your heart rate is to start aerobic exercises. Everybody wants immediate results, but I think it best to start more slowly. Begin by walking a mile a day in 20 minutes. Gradually increase speed or distance.
Many sports are good for conditioning your heart and lungs. Tennis, racquetball, squash are examples. There are also many good workout videos. Or join a health club. Good luck!

See a doctor and find out WHY you have a high pulse rate. Make sure to get your thyroid tested.

If you mean it's usually high, exercise can help strengthen your heart and lower it.
If you mean it's high during times of stress or excitement, all you need to do is wait a few minutes and it will reduce.
You can help lower it in the moment if you are still and breath slowly, relaxing. But in the big picture your best bet is consistent aerobic exercise.
