Whenever I've had to remove wallpaper, I used a spray bottle filled with hot water and a few drops of dish soap....spray on wallpaper, let sit for a few minutes, then scrape off walls or if you're lucky, sometimes you can just peel the wallpaper off...you can also go to your local hardware store and see if you can rent a wallpaper steamer(so easy to use and fairly inexpensive).

The best way to remove wallpaper is this:
Buy a scoring tool at your local hardware store. It looks like a mini pizza cutter with spikes. Run this every which way up, down & across the walls to make tiny little holes in the paper without damaging your wall underneath.
Use a spray bottle and fill it with blue car windshield washer liquid. Spray this all over the wallpaper. You may want to do it a second time. The holes will allow the liquid to sink inside and you can just peel of the wallpaper.
Sometimes, especially if old wallpaper with glue that you had to apply yourself was used, it'll be a bit trickier... You'll have to spray more than once. And don't let the liquid dry before peeling off the paper. And with this old glue, you may have to use a scraper. I suggest a putty knife scraper, as this will not damage the walls either.
I know that some people use fabric softener but I don't like using it because after the paper is off, you have no choice... you HAVE to wash the walls. And getting fabric softener off walls is almost as much work as taking off the wallpaper... Don't believe me??? Go put some fabric softener in your hands... rub them together. Then get it off.... takes awhile before your hands aren't slimy anymore... It's worse with walls.
With the car windshield washer liquid, the walls already are washed! And it really works... even better than steamers.

There are commercial products( paper tiger and Diff), but I found that the best way is to find a loose corner and tear the top layer of paper off and then use a sprayer(the kind you pump up with air) and hot water with a little dish soap and vinegar. spray it on, wait 10 min. and spray again. Wait 2-3 min and then use a wide spackling tool to just slide the paper backing and most of the glue off. Use some more vinegar in your final wash step to get the last of the glue.

first use a spackling tool to peel up the top layer. then, use a water spray bottle and wet the paper bottom layer. wait for 5-10 minutes, then take a wider plaster spreader and scrape off the underlayer. make sure to use enough water. you will need to wash the walls afterwards once or twice to get the remaining glue and paper residue off. it may take you a while but it is worth it in the end. good luck.

You can buy wallpaper scorers to put holes in the wallpaper, that will help with steaming. Or instead of steaming you can mix water and liquid fabric softner and spray it on the wallpaper. I saw that on Sell This House.

Use really hot water. Keep wallpaper saturated. When it absorbs enough water use a putty knife and it comes off easily.
Continue to keep it wet.

There are steamers you can rent or they have at this little gadget that you roll over it and it creates little holes in it. Go to the hardware store and ask for their help.
