She is in a good size bed now, but keeps moving and squirming, should i make it bigger it is about a 2 1/2 x2 1/2 bed, she is a chihuahua/rat terrier mix..

It should be big enough for her to stand lay and stretch.....And plenty of room on her sides...Long as she is comfortable and not cramped. No one would like that.

General rule of thumb that I use: the whelping box should be roughly large enough so that 3 dogs the same size as the dam could lay side by side comfortably. We have flat-coated retrievers, and the whelping box we use is about 4.5 x 4.5 feet.
Also, remember to construct a rail around the sides of the box, so that the pups can crawl underneath and the momma can't roll over on them and hurt them by accident.

Why don't you use a rubbermaid tote? That's what I did. It keeps the mess inside during birth and is easy to clean up. The dog should have the box at least a body length wide and 2 body lengths long. And with such a small dog I don't worry about the pig railing (that a rail around the box that the puppies can fit under so mom doesn't crush them).
