I had the same problem. My dermatologist told me to stop wearing sandals or open shoes (stick to tennis shoes with socks because it will help retain moisture).
First - see a dermatologist to rule out fungal infections. Also, the dermatologist can give you ideas of what else to do to combat your problem.
Second... Have you ever had a pedicure from a salon? You might feel weird about having someone work on your feet, but, trust me, it reallllly helps. They exfoliate all the dead skin and your feet will feel LOTS better. Typically they are $20-$30, but the results last for 2-4 weeks.
Twice a day - morning and night - rub a thick cream on your feet. The thickest, best creams are expensive, but, very worth it. One i recommend is Eucerin's Original Cream (http://www.eucerinus.com/products/hb_original.html). It's very thick and long lasting. Immediately put socks on to help keep the cream close to the foot. Sleep with the socks on, too, if you can. You'll start noticing a difference in a week or 2.
Also, try using exfoliating foot stones, sponges, etc. Personally, pumice stones do nothing for my feet, so they are a waste of time. I start with a callus shaver (looks like a cheese grater) and finish with a pedicure block (looks like a spongy black rectangle). then finish with the thick cream and socks!
good luck!! just don't give up! it takes time and lots of effort, but once you've worked hard for a month or so, it's a lot easier to maintain it.

Be careful you do not use a cream with petrelum in it (mineral oil) it hardens your skin as oppsed to softening it.
ie take a saltine and soak in mineral oil and take one in water.
See how it hardens. (with the oil) think of your skin!!
Get some tea tree oil if you can or sea salt shower scrubs.
Helps rough out the dead skin and soften. Cell turnover.
Get a hard stone to rough away the dead cells while you are in shower too - and then apply a nice cream - (available in the drug store dr. scholls aisle)
(for feet).. the sock idea is great at night.

Get a foot record (you should purchase them at maximum shops in the makeup section close to the different nail reducing/pedicure products) to eliminate useless epidermis. It truly improves the creation of your feet. also purchase a sturdy lotion. Avon makes a sturdy foot lotion. i have also heard of a few human beings putting a coat of Vaseline on their feet earlier mattress with socks over it. If all else fails you may attempt for a spa pedicure at a nail position. expensive yet truly truthfully worth the money in case you may have the funds for it.

Kerasal works great. You will notice improvement right away but of course will take a couple months to completely get your feet back to normal.
