Base on GNP and a distribution of wealth index, Argentina is number one, followed by Chile. [See source.]

Having just recently (Feb 2007) come back from Buenos Aires, AR, I can attest to the fact that the city at least is a very rich and wonderful city. It is clean, full of parks and wide boulevards, has wonderful hotels and restaurants, and its people are well clothed and prosperous looking.

That's a tough one..but I'd probably go for Brazil or Chile. They are among the most economically developed. Chile is perhaps one of the most stable politically (at least at this point in time).
